# Owner Review Gate Refresh

|
`coverage/owner-review-gate-refresh.report.json` is the K8-REL-15 final
|
|
owner-review check. It locates all six required owner actions but finds no
|
|
approval input or new locked context in the workspace, so the report is
|
|
`blocked` and the gate refresh is deliberately not run.
|
|
|
|
The release conclusion remains `blocked_not_release_candidate` with
|
|
`release_action: STOP_RELEASE`. Once owners supply decisions, any source,
|
|
manifest, browser, schema or license change must create a new context and
|
|
regenerate closure, audit, gate and remediation evidence together.
|
|
|
|
Regenerate it with:
