C3-002 adds assetCatalogAppend, a typed positive catalog command registered
for the ASSET_LIBRARY target. It resolves and hash-verifies the active
resource before using the C2 atomic Main transaction to append one entry.
Duplicate IDs, malformed payloads, resource hash failure, and stale revisions
remain non-mutating.
The focused command test passed 3/3 assertions. Desktop and WASM produced the
same normalized positive receipt and catalog snapshot. Deterministic receipt,
protected legacy hashes, typecheck, context/corrective governance,
task-context, and git diff --check all exited 0.
