C1-001 Status

C1-001 defines the ordered L0-L5 parity contract and the fail-closed completion policy. L0/L1 cover read and observe evidence; L2-L5 require progressively stronger WASM mutation, persistence, operator semantics, and Chromium workflow receipts. Only explicit desktop-positive, WASM/Main-mutating, exact-persistence records with complete hashes may remain FEATURE_PARITY candidates.
The focused contract test passed four assertions. Source bindings to the C0-003
classification, cluster summary, and capability matrix are hash-verified. All
context, governance, plan, index, source-hash, and diff gates exited 0.
Corrective writes remain shadow-only with queueMutation=false; legacy
completion and queue writes remain forbidden until C6-003.
