## 目标

Aggregate existing WBV2 P1-P6 and P10-P11 manifests into a conservative capability ledger without inventing claims or rewriting historical receipts.

Malformed manifest, hash drift, unsupported evidence status, false parity claim, or inventory over-claim must keep in_progress and must not advance nextTask.
