The production queue is now capability-oriented. `WBV2-P0-001` is the only ready
task and is parented by the new transition baseline. The legacy M16 list remains
an immutable coverage lane with `M16-GAP-00282` as its checkpoint; its manifests,
reports, and generated index are not rewritten as capability evidence.

The control plane reports 6,900 legacy cases, 281 completed coverage records, and
three capability clusters covering nine related legacy gaps. Corrective C0-C6
pilots and their Chromium receipts are retained as historical reusable primitives.

All focused plan, ancestry, control-plane, execution-health, task-context,
context-governance, execution-control, and diff gates passed with exit code 0.
No Blender/WASM startup was attempted for the legacy coverage task because it is
not the production lane.
