C4-001 implements a typed `modifierSetEnabled` command for the `MODIFIER`
target. The command validates its two-field payload, resolves the modifier
before mutation, and uses the shared atomic Main transaction so malformed,
stale, wrong-target, and unknown-modifier cases preserve revision and dirty
state.

The focused Node test and Chromium-only pilot cover desktop/WASM delta parity,
dirty state, negative rollback, undo/redo, save, and reopen. Deterministic
receipts and C3-002 regression are recorded under
`tests/golden/corrective/C4-001/`; legacy queue mutation remains forbidden.

All focused, Chromium, deterministic, regression, typecheck, governance,
