C5-001 generates a deterministic evidence-only cluster report from the legacy
task catalog and the corrective capability matrix. It records ASSET_CATALOG,
MODIFIER, and MESH family counts, state distributions, representative legacy
tasks, source-gap coverage, and the completed C3/C4 representative workflows.
No legacy queue or generated state is mutated.
The report, deterministic second run, cluster gate, protected hashes, context
governance, task context, and diff evidence are under
`tests/golden/corrective/C5-001/`.
All cluster, deterministic, typecheck, governance, protected-hash, task-context,
and diff gates exited 0. Handoff manifest:
`tests/golden/corrective/C5-001/manifest.json`. Next corrective task:
`C5-002`.
