Browser Matrix Remediation

matrix evidence. The locked context still declares Chromium, Firefox and
Safari minimums as TBD and the matrix status as planned-for-m4.
This Linux environment can probe installed Chromium and Firefox binaries, but
it has no Safari binary or browser farm. Those smoke probes are recorded as
environment observations only; they do not establish release minimums or
cross-browser compatibility. Safari remains explicitly unavailable and the
overall release conclusion remains STOP_RELEASE.
Unblocking requires a reviewed context update pinning all three minimums and executing the required workflow, offline/OPFS and failure matrix in each target browser. No browser version is inferred, and the existing context lock is not overwritten.
