Owner Review Gate Refresh
coverage/owner-review-gate-refresh.report.json is the K8-REL-15 final
owner-review check. It locates all six required owner actions but finds no
approval input or new locked context in the workspace, so the report is
blocked and the gate refresh is deliberately not run.
The release conclusion remains blocked_not_release_candidate with
release_action: STOP_RELEASE. Once owners supply decisions, any source,
manifest, browser, schema or license change must create a new context and
regenerate closure, audit, gate and remediation evidence together.
