+# Owner Review Gate Refresh
+
+`coverage/owner-review-gate-refresh.report.json` is the K8-REL-15 final
+owner-review check.  It locates all six required owner actions but finds no
+approval input or new locked context in the workspace, so the report is
+`blocked` and the gate refresh is deliberately not run.
+
+The release conclusion remains `blocked_not_release_candidate` with
+`release_action: STOP_RELEASE`.  Once owners supply decisions, any source,
+manifest, browser, schema or license change must create a new context and
+regenerate closure, audit, gate and remediation evidence together.
+
+Regenerate it with:
