+`L4-USER-M-PROCESS`、`L4-TOOL-DB`、`L4-PYTHON-REMAP`，否则保持 blocked；若进入新功能范围，
+继续遵守 LinuxCNC 作为唯一 CNC 语义来源、JS/browser 只做边界 glue 与 UI/OPFS/SDK workflow。
