Surface 完整模块 Gate

结果：passed（FW-P6-SUR-Y）。Surface 的四个声明动作均有独立 C-G 子链和聚合证据：首切片 create/recompute、inspect/source-inventory、python-api、save/reopen。native 结果、结构化错误/恢复、Facade/Worker、Google Chrome 回放和持久化/适用边界均已核对。

模块状态由 pending 晋级为 completed。inspect/source-inventory 与 python-api 是只读动作，FCStd 专属持久化不适用；Surface FCStd 语义 round-trip 由 save/reopen 动作覆盖。Chrome 固定环境为 Google Chrome 151.0.7922.137、headless-new、1440x900、DPR 1，外部请求和异常均为 0。
