Std link actions native registration
Std_LinkActions, Std_LinkImport, Std_LinkImportAll and Std_LinkMake are now connected to the existing FreeCAD native document-command dispatcher. The implementation reuses CommandLink.cpp semantics through the WebViewCommands/NativeDocumentView bridge; no geometry logic is duplicated in Three.js.
The capability registry now records all four commands as routed (bim/document transport equivalent is not used; these are Part document routes), and the batch pipeline reports implementation_ready. Validation remains deferred to user operation as required.
