Dock overlay transport boundary

Added a Web worker branch and facade for web.dockOverlay covering Std_DockOverlay, Std_DockOverlayAll, Std_DockOverlayMouseTransparent and Std_DockOverlayToggle. The facade passes command, args and the live host state to fc_web_dock_overlay_dispatch; the export invokes the existing native transition handler. The facade returns command and state, checks response identity and panel membership, and uses the worker serial queue and cancellation signal.
Remaining boundary: the supplied application excerpts call executeDockOverlayCommand from dock-overlay-adapter.ts, but that file and module-router.ts were outside the current packet source windows. Their request envelope, Worker routing, live snapshot capture and returned-state application still need to be traced before claiming an end-to-end connection. Include those exact files in the next packet, together with the mounted dock host they reference. Existing application calls were preserved.
No builds, tests, browser validation, benchmarks, acceptance or receipt generation ran. The outer pipeline owns incremental build, sync and route receipts, including rebuilding FreeCADWebWebRuntimeProbe with the added export.
