Unattended Idle Budget Fix
The scheduler source had a 90-second general idle default and a 45-second module-business default, but max(turn_idle_limit, transport_idle_floor) inflated both to the HTTP transport response budget (130.5 seconds). The running process also predated the 90-second default and still reported 180 seconds.
Removed the transport floor from normal and periodic idle limits. First-activity limits remain unchanged. run_codex_turn already protects active commands and transport_can_continue protects active headers/streams under the transport's own budget. Those guards remain intact; this does not shorten a running build or terminate a live model stream solely because 45 seconds elapsed.
The existing watchdog performed a graceful restart while there was no business child process. No cooldown, failure history, pending source changes or artifacts were cleared. A second graceful reload applies the transport-floor correction. No model benchmark, automated test or runtime acceptance was run.
This fixes an actual budget override, not provider availability. The queue may still legitimately wait for cooled batches; unchanged cooldown state must not be called restored throughput or newly completed business work.
