Start SVG import batch 83b31c244ea0538ad572da7c

Selected behavior: Start:start.importSvg.

The reported first failure is No module named 'importSVG'. The Start runtime target packaged the Python standard library but omitted the desktop Draft importer. This batch embeds the existing Draft and lazy_loader source trees, adds their runtime import paths before importing importSVG, and tracks those resources as link and acceptance dependencies. The existing desktop importer, document transaction, recompute, and shape validity checks remain in use.

Build, artifact sync, and business acceptance are owned by the outer pipeline and were not run in this edit batch. This is an implementation record, not business acceptance. Native Part availability/initialization and transitive importer dependencies remain unverified in the Start runtime. The next check must isolate the supplied rectangle import before running the affected cases for changed dimensions, active-document append, malformed/missing files, and recovery. Browser UI, OPFS, and a unified runtime across modules remain outside this batch's verified scope.
