BIM STEP recovery boundary

The supplied first error points to the STEP case's finally cleanup call. An exception there replaced the original execution exception, so that stack does not establish which native operation first corrupted memory.
The STEP business harness now preserves the original exception and records cleanup failure separately. Source preparation, Part.export, target preparation, BIM formatWorkflow import, document inspection and cleanup emit entered/completed/failed stages and elapsed milliseconds to stderr. Real geometry, append, document isolation, invalid input and recovery assertions remain required.
Reused native path: BimRuntimeProbe.cpp formatWorkflow invokes Part.insert for STEP; input generation invokes the existing Part.export in the same WASM interpreter. No native geometry behavior has been replaced.
Remaining: the native memory access fault is unresolved. The outer pipeline must run the isolated business-format:BIM:import:.stp case and retain its original failure and last completed stage before a shared native owner can be repaired. Build, sync and business acceptance were deliberately deferred to that pipeline. This diagnostic repair is not business acceptance, and does not change the status of the other selected BIM records.
