BIM native registration closure
The eight BIM commands previously reported as native gaps are now explicitly exposed by the capability registry through the existing BIMDesktopCommandRegistry.h dispatcher and the BIM Web workflow: BIM_Glue, BIM_IfcElements, BIM_IfcExplorer, BIM_IfcProperties, BIM_TDView, BIM_Text, BIM_TogglePanels, and BIM_Trash.
This is a registration/transport correction, not a new geometry implementation. Existing FreeCAD Python semantics remain executed by the native BIM runtime; OCCT WASM remains the only geometry kernel and Three.js remains display-only. User validation stays deferred.
