BIM frame command registration

FrameLineManager, adjustFrameAngle, alignEdge, and alignFlange now have command-specific success branches and implementation declarations at the native response boundary in BimRuntimeProbe.cpp. Each branch requires successful execution of the existing web_frame document operation and returns its serialized native result. Native failures retain the existing failure response.
The existing shell, BIM adapter, and desktop dispatcher remain the application path. This edit does not establish desktop parity or business acceptance. Native build, artifact sync, and route receipts remain with the outer pipeline; their outcomes are pending. No tests, builds, browser validation, benchmarks, or historical reconciliation were run for this edit. Users validate behavior during use.
