BIM utility payload reconciliation

For Arch_Add, Arch_Check, Arch_CloneComponent and Arch_CloseHoles, successful responses now clear explicit payload selection only when the editor still contains the submitted payload. Selection edits made during an asynchronous request survive its completion. The mounted workbench passes the captured submission to the existing BIM adapter.
Native commands, geometry and returned document selection are unchanged. This is an integration repair, not business acceptance. The packet still reports missing command-specific native registration for these four records; this change does not resolve or reclassify those diagnostics. Native behavior, geometry results and end-to-end workflows remain for the outer pipeline to verify. Build, sync and acceptance are deferred to that pipeline.
